The Vietnamese Government has issued Decree 253 under the 2025 Personal Income Tax Law, introducing new conditions for personal income tax exemptions on real estate transfers. Individuals selling their only residential property or land in Vietnam are exempt from personal income tax if they have owned the property for at least 183 days (six months) and transfer the entire property. The ownership period is calculated from the date the land use rights certificate (Pink Book/Red Book) was first issued. Partial transfers of a property are not eligible for the exemption, and taxpayers are responsible for accurately declaring their o wnership status, with penalties applying for false declarations.

The decree also maintains tax exemptions for real estate transfers, inheritances, and gifts between immediate family members, including spouses, parents and children, grandparents and grandchildren, siblings, and parents-in-law with their children-in-law. Property divisions between spouses following divorce, whether by mutual agreement or court ruling, also remain tax-exempt. Beyond real estate, Decree 253 identifies 22 categories of tax-exempt income, including bank deposit interest, remittances, scholarships, pensions, carbon credit income, and earnings from scientific research and technology activities to encourage innovation and entrepreneurship.

2. Vietnam Proposes Special Mechanism to Accelerate APEC 2027 Projects While Preventing New Violations.

Vietnam’s National Assembly Standing Committee is reviewing a draft resolution introducing special mechanisms to address legal and procedural obstacles affecting infrastructure projects for the APEC 2027 Summit in Phu Quoc. The proposal applies only to projects that had already begun construction before completing all required legal procedures. It aims to remove bottlenecks without legitimizing violations committed for personal gain, while ensuring that no new violations occur. Proposed measures include flexible procedures for land use, mineral extraction, planning adjustments, investment approvals, construction, and project acceptance, allowing work to continue in parallel with the completion of legal formalities to meet the APEC 2027 timeline.

3. DIFF 2026 Sets a New Tourism Record for Da Nang.

Da Nang’s International Fireworks Festival (DIFF) 2026 delivered record-breaking tourism results, reinforcing the city’s position as one of Vietnam’s leading event destinations. Running from May 30 to July 11, the festival attracted more than 2.72 million overnight visitors, a nearly 45% increase compared to DIFF 2025. During the six fireworks nights alone, accommodation providers welcomed approximately 688,500 guests. On the final night, hotel occupancy in central districts and beachfront areas reached 95–98%, while citywide occupancy averaged 85%, with many beachfront hotels fully booked.
The festival also drove significant growth in air travel and international arrivals. On July 11, Da Nang hosted approximately 131,000 overnight visitors, including 52,400 international and 78,600 domestic guests. Throughout the festival period, Da Nang received more than 1,900 domestic and international flights, up 7% year over year, while the final two days alone handled 365 arriving flights. The strong tourism performance highlights DIFF’s growing role as a major economic driver, boosting hospitality, aviation, and the city’s international profile.

4. Da Nang Lowers Starting Price for Chi Lang Stadium Site Auction.

Da Nang has reduced the starting price of the former Chi Lang Stadium site for its third public auction after two previous attempts failed to attract investors. The price adjustment reflects the city’s efforts to enhance the project’s attractiveness and encourage participation from qualified developers amid a cautious investment environment. The 5.5-hectare site occupies one of the most strategic locations in Da Nang’s city center, with frontage on Le Duan, Hung Vuong, Chi Lang and Ngo Gia Tu streets. It is regarded as one of the city’s most valuable land parcels, offering significant potential for mixed-use developments comprising commercial, office, hospitality and public facilities.
The reduction in the starting price demonstrates a more flexible and market-oriented approach by the local government. As investors remain selective toward large-scale developments requiring substantial capital, the revised pricing is expected to improve the competitiveness of the auction and attract stronger market interest. If successfully auctioned, the project is expected to generate substantial revenue for the city while accelerating the redevelopment of Da Nang’s central district. It would also serve as a positive indicator of investor confidence and reinforce the city’s long-term urban development strategy.

5. Da Nang Completes Administrative Procedures for Free Trade Zone Investors.

Da Nang has completed 100% of the administrative procedures required for investors in the Da Nang Free Trade Zone (FTZ), marking a major milestone in improving the city’s investment environment. The latest decision authorizes the Da Nang Hi-Tech Park and Industrial Zones Authority to issue Certificates of Origin (C/O) for goods produced within the FTZ. The comprehensive administrative framework now covers the entire investment lifecycle, from project preparation and construction to production, business operations, exports, and logistics. This streamlined system is expected to reduce processing time and compliance costs, improve transparency, strengthen competitiveness, and attract more high-quality domestic and international investment projectsyle.

6. The usage term of apartment units shall be regulated according to the design lifespan of the construction project.

On 28 July 2026, Vietnam’s Central Committee issued Resolution No. 21, introducing comprehensive reforms to the Land Law and related legislation. A key change is that apartment units in newly built condominiums will have usage terms based on the building’s design lifespan, while land use rights for commercial housing remain long-term. Apartment owners will retain the right to contribute financially to rebuild the building once its lifespan expires. The resolution also promotes long-term rental housing through land incentives, limits land subdivision in urban areas, and expands transparent land allocation through auctions and competitive bidding. Local governments will have greater authority in determining land prices under a nationally supervised framework. In addition, the Government plans tax measures to discourage land speculation and vacant properties while encouraging efficient land use. The reforms also strengthen compensation and resettlement policies, accelerate digital land administration, and improve transparency in planning, legal information, and property transactions, supporting a healthier, more sustainable real estate market in Vietnam.
